Summary of Motions Introduced (New Legislation)

Council File 18-0171, Municipal Lobbying Ordinance / Amendments: Introduced on March 2, 2018 and referred to Rules, Elections, and Intergovernmental Relations Committee. City Ethics Commission report is relative to a comprehensive set of recommendations to amend the City’s Municipal Lobbying Ordinance (MLO).

Council File 18-0002-S27, SB 905 (Wiener) / Extend Cutoff time for Alcohol Sales to 4 a.m.: Introduced on March 7, 2018, and referred to Rules, Elections, and Intergovernmental Relations Committee. Resolution is requesting that the City of Los Angeles include in its 2017-18 State Legislative Program OPPOSITION to SB 905 (Wiener), which would extend the cutoff time for alcohol sales to 4 a.m. in California, to reduce the public health and safety harms and costs that extended alcohol sales and consumption will produce.

Council File 18-0002-S26, AB 2342 (Burke) / Breast Cancer Susceptibility Gene / Health Care Service Plans / Health Insurers / State Department of Health Care Services / Screening / Genetic Counseling / Testing Coverage: Introduced on March 6, 2018, and referred to Rules Elections, and Intergovernmental Relations Committee. Resolution is requesting that the City of Los Angeles include in its 2017-18 State Legislative Program SPONSORSHIP and SUPPORT of AB 2342 (Burke), which would require health care service plans, health insurers, and the State Department of Health Care Services to cover screening, genetic counseling, and testing for BRCA gene mutations in women who have not been diagnosed with BRCA-related cancer and do not have signs or symptoms of the disease, but who may have an increased risk based on one or more specific family history risk factors.

Council File 18-0002-S25, Bayard Rustin / Commemorative United States Postage Stamp: Introduced on March 6, 2018 and referred to Rules, Elections, and Intergovernmental Relations Committee. Resolution is requesting that the City of Los Angeles include in its 2017-2018 Federal Legislative Program SUPPORT for the issuance of a commemorative U.S. Postage Stamp in honor of Bayard Rustin and URGES the Citizen Stamp Advisory Committee of the U.S. Postal Service to approve the issuance of such a stamp.

LAHSA is a joint powers authority of the City and County of Los Angeles, created in 1993 to address the
problems of homelessness in Los Angeles County. LAHSA is the lead agency in the HUD-funded Los Angeles Continuum of Care,
and coordinates and manages over $243 million annually in federal, state, county and city
funds for programs providing shelter, housing and services to homeless people.
